We believe that the
following are key principles in the development of an appropriate ICT
strategy: -

ICT exists to meet
business needs and an ICT strategy should be driven primarily by the
business strategy.

For every modern
organisation the ICT strategy is central to its success.

The ICT strategy should
be developed in consultation with the full management team of the
organisation.

The agreed strategy
should be clear and should be understandable to everyone in the
management of the organisation.

The process for
deriving the strategy is important in itself.
From these principles, we
develop an approach that enables the business strategy to lead the
effort and the process must be collaborative and iterative. The
emphasis of our approach is on getting a successful outcome and also on
seeing the development of the strategy as a useful first step in
achieving the required benefits from the strategic plan.
We believe that this ICT
strategy should

Set out a clear 3 year
plan for ICT within the organisation

Set out a plan for
three years, within the context of a longer term vision
-
Be business-driven.
ICT plans should reflect business/service priorities

Address the needs of
the organisation's business strategy

Set out a framework in
which investment decisions can be made

Meet the expectations
of key stakeholders, both internal and external
In particular we believe
that it is essential to define a strategic high level plan for ICT and
get consensus for and commitment to this plan from the outset.

We believe that it is
important to obtain appropriate involvement from the stakeholders. This
is partly to ensure correct analysis and informed decision making but it
is also to get early buy-in to the ultimate solution.
